  18.      _S_T_S_k_i_p_T_o skips forward in a STIFF stream. This function can be used to
  19.      skip over unneeded data. The stream descriptor _s_t must be a valid open
  20.      STIFF stream pointer. _o_f_f_s_e_t specifies the location in the STIFF stream
  21.      to skip to. The location is specified in bytes from the start of the
  22.      stream and must not be less than the current stream offset.

  24.      If the file descriptor associated with _s_t is seekable, then _S_T_S_k_i_p_T_o can
  25.      also be used to skip backward.
